About the Department

The Vision and Strategy Team has been established to support the whole Church in its embrace of and engagement with the national Vision and Strategy for the Church for the 2020s, and to support the implementation of the Emerging Church programme. The Vision and Strategy has three strategic priorities: to be a church of missionary disciples, to be younger and more diverse, and to develop a mixed ecology - doing church in varied forms and settings.

The Vision and Strategy team consults on and the Funding and Learning sub-team manages one of the largest grant-making programmes in the country, with £100m + of Strategic Mission and Ministry Investment (SMMI) disbursed annually to support the Church's mission and ministry across England, prioritising investment in the most deprived communities. The SMMI funding includes the Diocesan Investment Programme (DIP) which provides funding for dioceses to enable the bold outcomes and strategic priorities of the Vision & Strategy to become a reality in parishes and communities through programme funding, and smaller Capacity grants.

What you'll be doing
The purpose of this role is to put in place and deliver excellent systems and support for grant management. The post holder will support the assessment where needed, the development of funding proposals and will develop high-quality reporting for key governance bodies.

The post holder will support the Funding and Learning team's involvement in reviews of funded programmes, reporting on progress and will participate in learning visits to projects and programmes.

Core Responsibilities
  • Supporting the Vision and Strategy grant management function across all funding streams. This includes helping devise, implement and manage policies and processes to support the smooth operation of the funding programme.
  • Working closely with finance colleagues, and assisting with monitoring budgets and cash flow, including analysing how the funds are spent and the overall grant scheme budgets.
  • Delivering grant governance support, including the arrangements for Strategic Mission and Ministry Investment Board (SMMIB) meetings.
  • Communicating and reporting the portfolio of funded projects and programmes to key diocesan stakeholders.
Key role requirements
  • Undertake visits to other sites across England and a need for flexibility to work outside office hours as required.
  • Hybrid working arrangements and must be able to work within the office once a week.

Desired Skills and Experience

Manage the Open Churches Team, including line management of the Church Buildings Officers.

Be responsible for the Apprentice Church Buildings Officer, including facilitating their apprenticeship learning objectives, arranging training and contributing to their ongoing learning.

Support the Participant Observer members of all CCB committees, organising induction and training sessions and being their main point of contact within the department.

Participate in Wider Leadership Team activities, contributing to the positive development of the department.

Lead the strategic development project on Struggling Churches, providing advice and guidance to individual churches, working with dioceses to develop their strategies for buildings, and liaising with internal and external stakeholders to develop long-term strategies.

Contribute to training and strategic engagement events including the annual DAC Conference.

Speak in public on behalf of the department at training events and conferences.

Identify issues of general concern and participate in ongoing initiatives such as education and the strategic development of church buildings.

Keep up to date with the strategic work of the department and the wider church heritage sector, to inform responses to casework.

Lead on areas of external stakeholder engagement, in consultation with the Head of Church Buildings.

Identify issues requiring guidance. Develop and update guidance notes for a wide range of audiences in accessible formats.

Ensure all casework referred to the department is dealt with efficiently, bearing in mind which cases can be deferred, delegated, or taken to the Council.

Provide informal advice to DACs and PCCs, and liaise with Registries on casework matters.

Manage workload within the team, considering each individual's workload and responsibilities.

Be responsible for how the Church Buildings Council is represented through its advice.

Prepare reports on the archaeological, art historical, ecological and architectural value of churches and assess the impact of proposed changes on the significance on the building, taking into account the role of the church as a centre of worship and mission.

Provide written advice, following the advice of the Council where appropriate, in response to proposals for church buildings, and advise on the wider use of the building in addition to worship.

Provide advice on a delegated basis when appropriate.

Prepare reports on the archaeological, art historical, ecological and architectural value of churches which are being considered for closure.

Provide advice for churches which are going through the process of closure.
